He Was For It Before He Was Against It
Councilmember Lee Leffingwell surprised everyone yesterday — even himself — by offering a motion to stop a water treatment plant he had championed until only minutes earlier. The flip-flop seemed to come over the noon hour, as council aides furiously drafted the motion to delay Water Treatment Plant 4 at Bull Creek.
Opposition had been growing against plans to build the plant at the headwaters of the creek. Leffingwell finally got out in front of the train just as it left Bull Creek station on its way to the Cortaña tract in the BCCP.
