No Free Parking
Our friend Brewster wants the city to get into the parking business. So, you know, taxpayers can shoulder the burden rather than those starving condo builders.
According to The Man:
…McCracken believes they could be financially beneficial for the city because it could lower construction costs by issuing low-interest debt and wouldn’t have to pay property taxes on the finished product.

I think you’re missing the point. The condos will build parking for their residents, but not for downtown visitors because it’s not profitable. Brewster’s idea is to build city-owned parking lots for visitors downtown, in order to facilitate outside visits for business, cultural functions, government, etc. Whether that’s a good use of city funds is debatable, but the general idea is that the parking won’t get built if the city doesn’t do it. This type of parking could instead be incentivized through, say, the density bonus program, but I would rather get affordable housing money, park fees, etc. from that.
Of course, it’d be nice if everyone took transportation, biked, or walked and then we wouldn’t have to worry about parking.
